That is not 100 empires competition as only participants are 10-15 kingdoms which registered for higher status due to having met requirements (or better, most didn't as they were forced by high empires). Like Dawei with initial Martial King max only covered for low level empire status (5 spots) and now with intermediate they can register for middle (20 spots) while high empires can enter with 100. Normally, that would simply consist of meeting some other requirement, this time due to realm opening, there are 80% of fake upgrades where high empires lent their martial artists to lower kingdoms to get themselves 15 additional spots and made it as fighting requirement to block those that upgraded for legit reasons
